Introducing Redistrict Arizona, a free map-making tool provided by the Arizona Competitive Districts Coalition.
Legislative redistricting is a process undertaken after every census to redraw electoral districts to reflect changes in population growth patterns. In Arizona, this responsibility is designated by the Arizona Constitution to the Arizona Independent Redistricting Commission (IRC).
Even with the role of the IRC and an independent redistricting body, there will be an intense amount of pressure from political parties and politicians to protect safe districts and party incumbents through gerrymandering. This effectively limits competition and public choice in candidates—the foundation of a healthy functioning democracy—and causes partisan gridlock.
The Arizona Competitive Districts Coalition is providing public access to Redistrict Arizona and is hosting the Arizona Redistricting Competition for two reasons:
1) We believe that, if given a challenge and a clear set of guidelines, the Arizona public can do a better job than politicians of building state and congressional districts that protect minority voting rights, maximize the number of competitive districts and clearly define communities of interest. We have faith in your ability to find creative ways to meet Proposition 106.
2) We seek to provide a mapping tool to the public in order to increase participation in the mapping process. Even if you don’t share our belief that we can meet the goals described above, you deserve to have the best tools possible at your disposal to convey your wishes to the IRC.
Redistrict Arizona gives you the power to draw legislative and congressional districts in Arizona. You will be able to create an account, save your changes and share your map with others. You can collaborate with others in your community to build broad stakeholder support for your ideas.
This is a revolutionary change in Arizona (and in America). The technology behind Redistrict Arizona, developed at George Mason Univeristy has allowed us to bring you the power that only a select few had even ten years ago, when we last drew district lines.
While free to the public, this software is not free to design and maintain. Please help us maintain this free mapping tool and the help desk, which will allow you to get the most out of the 2011 redistricting process. Your contribution ($10, $50, $100 or greater) is tax deductible.
